sometimes in windows xp machines one can’t disable local or wireless network adapter and the error message one gets is this: 
“It is not possible to disable the connection at this time. This connection may be using one or more protocols that do not support Plug-and-Play, or it may have been initiated by another user or the system account.”
this happened on one of our clients machines. Where first the wireless adapter wouldn’t disable and then wired adapter also would get same error message in windows xp.
to fix one, of course, tries many different things. one starts looking for clues in drivers, how this or that happened, one checks tcp/ip configuration, one tries reinstalling devices or updating the drivers. However one quickly finds that nothing works and it becomes very very puzzling thing.
however, don’t be disappointed, there is hope! and the hope is this:
this can’t disable local or wireless network adapter error is caused by malware. yes malware. and the way you fix it is you download anti-spyware software and scan your computer with it. the issue should be solved immediately. save your grief for something else.
